In September 2024, all Hamilton-Wentworth District School Board elementary and secondary schools will be introduced to updated Student Dress Guidelines. Developed with input from students across Hamilton, as well as staff and families, they are rooted in fairness and respect for all cultures and identities.
These guidelines were developed with a strong focus supporting students in their dress as it relates to human rights, safety, mental health, well-being, compassion, dignity and belonging. By supporting personal expression and self-identity, schools can become safer and more welcoming environments for every student.
Student Dress Guidelines can be found on posters in all schools and as part of the HWDSB Code of Conduct. Students and families can find more information in the Frequently Asked Questions below. Here’s what Student Dress Guidelines mean for students:
Headwear
Students can wear:
Bandanas |
Examples of headwear include:
Burqas, ballcaps, fezzes, hijabs, hoodies, keffiyehs, kippahs/yarmulkes, niqabs, tuques, turbans, etc. |
Tops
Students can show:
Arms |
Examples of tops include:
Crop tops, midriff-bearing shirts, strap tops, t-shirts, tube tops, vests, etc. |
Bottoms
Students can show:

Examples of bottoms include:
Dresses, fitted pants, jeans (including ripped), leggings, pants, shorts, skirts, sweatpants, etc. |

Why is HWDSB sharing new Student Dress Guidelines?
Student Dress Guidelines were informed by the principles of anti-oppression, anti-racism, equity, and inclusion and emphasize creating safer, inclusive and welcoming learning environments. The updated guidelines acknowledge the profound connection between clothing choices and identity, cultural norms, and well-being. Every student has the right to express themselves through their dress without fear of bias, discrimination, or body-shaming.
What happened to previous guidelines about student clothing?
Following feedback on our previous Dress Code, which disproportionately affected certain identities, we conducted a thorough review and extensive consultations with all interested parties. This led to the introduction of a Temporary Dress Code Guideline, which remained available on our public website for three years to gather feedback and ensure transparency and inclusivity.
How were students involved in the creation of new guidelines?
With a strong focus on student input in the creation and implementation process, Student Dress Guidelines support students’ rights, safety, mental health, dignity, and sense of belonging. Staff engaged a group of students to assist in drafting new guidelines that students, staff and families can easily understand.

How are Student Dress Guidelines being communicated to students, staff and families?
Although the core guidelines remain unchanged, HWDSB’s Student Dress Guidelines aim to improve coherence and consistency with the introduction of a youth-friendly poster and clear implementation process in September 2024.
Student Dress Guidelines can be found on posters in all schools and in the HWDSB Code of Conduct. Schools will be informing students through methods that work best for them. Suggested examples include announcements, presentations, handbooks, etc. Information is being shared with staff through training and online resources. Families were notified of updates as part of back-to-school messages ahead of the 2024-25 year.

Conversations about student dress will be approached with compassion, centering students in the process to support their mental health, well-being, safety, dignity, and sense of belonging. The guidelines are intended to support student attire while minimizing interference related to dress choices and learning time.
