HWDSB Human Rights Office Welcomes Mouna Bile as Human Rights Early Resolution Supervisor

HWDSB is committed to fostering and maintaining inclusive learning and working environments, free from discrimination and harassment. As part of this commitment, HWDSB has established the Human Rights Office, which works to protect the human rights of students, families and staff and all other stakeholders in the HWDSB community by:

  • Building and maintaining a culture of respect for human rights: This includes supporting the board in identifying and addressing systemic barriers, inequitable and discriminatory practices to ensure that human rights are protected at all levels in compliance with the Ontario Human Rights Code.
  • Building capacity in understanding and applying human rights at all levels: This includes creating awareness and educating the HWDSB community about human rights, roles and responsibilities, as well as understanding related policies and procedures.
  • Helping to resolve human rights complaints: This includes overseeing the internal procedure for human rights complaints. In 2021-22, HWDSB will develop a new human rights pillar policy with related procedures to inform the process.

As of August 25, 2021, the Human Rights Office welcomed Mouna Bile, a notable community leader in Hamilton and a licensed paralegal with experience working in the areas of housing, social assistance and immigration. Mouna is joining HWDSB as the Human Rights Early Resolution Supervisor. In her position, Mouna will be a critical part of the Human Rights Office, working closely with Yohana Otite, Human Rights and Equity Officer.

As the Human Rights Early Resolution Supervisor, Mouna will assist in addressing issues and complaints through early resolution to foster and maintain a culture of respect for human rights within HWDSB work and learning environments. This includes listening and finding resolutions to address the concerns of members of the HWDSB community (students, parent/caregivers, staff, volunteers, and others) seeking support on human rights related issues.

Prior to joining HWDSB, Mouna worked with the Hamilton Community Legal Clinic and the Together We Rise/S’Élever Ensemble program. She has served in the community by providing public legal education sessions for marginalized communities, is the former vice-president of the Centre Français Board, and is Co-Chair of the Hamilton-Wentworth District School Board Human Rights & Equity Community Advisory Committee. She also serves as a member of the No Hate in the Hammer initiative, which facilitates conversation to combat hate in Hamilton.

The Human Rights Early Resolution Supervisor will support ongoing initiatives outlined in HWDSB’s 2019/20 – 2021/22 Equity Action Plan. We welcome Mouna to the Human Rights Office and HWDSB Team.
