ACTION ITEMS
Equity of Access, Opportunity and Outcome Report
Presented as a monitoring report, this updated the complex equity work related to student achievement and well-being. HWDSB has shifted from thinking about equity in resource allocation, and towards equity of opportunity, access and outcome. Outcomes include: each student reading by Grade 2; each student engaged in personalized learning environments and programs; and each student graduating. A system-wide Equity Fund was created and superintendents involved in determining funds to be allocated to high-needs schools for student experiences. Trustees voted to make an action item of the report’s 2012-13 Action Plan which will implement the secondary Program Strategy as it considers equity of opportunity and access; create Terms of Reference for the HWDSB Equity Fund; modify how HWDSB allocates resources; and finalize the review of school and program fees to align with the equity framework.

Subcommittee updates:
Governance – First meeting of 2012-13 had not occurred. A governance consultant will be examining HWDSB governance procedures to recommend ways to improve.
Policy – First meeting not yet held but prepared to discuss policies related to suspension/expulsion, pupil accommodation and healthy nutrition.
Finance – First meeting had not occurred by the Board meeting date.
Audit – First meeting had not occurred by the Board meeting date.
Student Trustees
Student trustee work at the provincial level is highlighting the challenges of youth mental health, healthy nutrition and Bill 115, Putting Students First Act.

Chair’s Report

Chair Simmons opened two new schools in Binbrook, the new Bellmoore elementary and Ecole Michaelle Jean, a single-track French Immersion school. He noted the recent trip to Raleigh, NC to learn about how social policy, community partners and school boards can collaborate for student achievement and well-being.

Director’s Report
Director Malloy noted high staff attendance at the HWDSB Summer Institute in August, and noted that he had attended a student achievement presentation in Toronto by the Ministry of Education. On the heels of the Director’s System Breakfast, he said HWDSB will be focusing on growing as an effective learning organization and delving into what it means to hold high expectations.

OPSBA Report
Trustee Brennan’s update noted a recent provincial by-election win by former OPSBA President Catherine Fife, the need for a new OPSBA president and an upcoming discussion evening with trustees from other boards.
